Dr. Arthur P. McMahan, is the current Senior Associate Director for the White House Initiative for Historically Black Colleges and Universities. He most recently served as Director of VA Anti-Harassment Program, Deputy Dean of Veterans Affairs Learning University at Department of Veterans Affairs and as Director Educational Services and Strategic Planning at the U.S. Army Management Staff College (AMSC), Fort Belvoir, Virginia. His expertise and experience includes strategic planning, institutional research, and performance management.

He is a Malcolm Baldrige National Quality Award Examiner (2007), has served on the U.S. Army Training and Doctrine Command Accreditation Team, and is a past member of the Board of Directors for the Washington Area Corporate University Consortium. He is the president of FAME Men’s Fellowship in Alexandria, VA. Dr. McMahan, a retired Army Officer, has written and presented on Strategic Planning, the Balanced Scorecard, change management, and diversity. “Strategic Planning: A Virtual Possibility” is published in the May 2009 issue of Army Magazine. His article, “Generational Diversity” is published in the Army Management Staff College’s Perspectives on Leadership.

He holds a BA from the University of South Carolina, an MS from the University of Nebraska-Omaha, and a Ph.D. from the Virginia Commonwealth University in Richmond, VA. Dr McMahan reads and writes fiction as a hobby.
