Anthony (Tony) Bell retired from a celebrated federal career that spanned 30 plus years of contracting and small business experience. Tony received many awards and commendations throughout his career and was the only non-senior executive to be appointed to the U.S. Department of Homeland Security - Presidential Transition Team. After retiring, Tony joined ProSource360, LLC as a Program Manager supporting the DoD, Diversity Management Operations Center’s “Taking the Pentagon to the People” program.
Prior to leaving federal service, Tony spent the last 10 years of federal service at the U.S. Department of Homeland Security where he finished as Deputy Director of the Office of Small & Disadvantaged Business Utilization (OSDBU). As deputy director he was a trusted advisor to DHS leadership on small business matters and responsible for day-to-day operation of the office. Prior to becoming deputy director, he was a senior procurement analyst, in the OSDBU, where he served as the program manager for the Veteran Owned and Service Disable Veteran-Owned Small Business and Historically Underutilized Business (HUB)Zone small business communities. As program manager for the HUBZone program, Tony co-authored a strategy that resulted in DHS exceeding its HUBZone goal. As part of his service to country, Tony volunteered to deploy to assist survivors of Hurricanes Maria, Harvey Irma and Maria. In his waning days at DHS, Tony worked with Congressman Bennie Thompson’s office to pass legislation to allow HBCUs/MSIs to participate in the DHS Mentor/Protégé Program
Prior to joining DHS, Tony was the Chief of the Office of Small Business Programs at the US Army Corps of Engineers (USACE). The mission of USACE is to provide construction and engineering services to the nation and military bases. Tony, again, was the trusted advisor to the Commanding General on all small business matters and managed the USACE small business program which included providing guidance to small business deputies at 45 USACE districts. Under Tony’s tenure, USACE reached record levels of dollars awarded to small business and achieved the highest percentage of procurement dollars going to the Service-Disabled Veteran Small Businesses. As part of the small business program, Tony ensured that HBCUs/MSI were included in the contract award process as a prime contractor or subcontractor.
Before joining USACE, Tony jointly stood up the Small Business Office at the Transportation Security Administration and was the program manager of that office for three years.

Prior to TSA, Tony has work with other federal agencies and private-sector government contractors. Tony has a Bachelor’s in Economics from George Mason University and a Master’s in Management from the Florida Institute of Technology. Tony is very active in his community mentoring youths and is a member of Omega Psi Phi Fraternity, Inc.
